About 8.20 p.m. on the 3rd instant a man named Tsung Chuk, now deceased, came to Yaumati Station and reported that he had been kicked in the private parts by Acting Sergeant No. 118. The Complainant was bleeding from the penis. I removed him to Hospital. He said he had been kicked from behind. He said there was a crowd and the people ran away in Temple Street, Yaumati. He said he could not go so quickly as the others and that was why the Sergeant kicked him. Sergeant Brimble went on duty at 6 o'clock until midnight. On patrol in the streets of Yaumati and the int-villages. He was passing the station about 8.40 p.m. and I called him in and told him the report that had been made against him. He denied kicking the man. He said he had been in a brothel after a hawker. I received a memorandum from the Acting Captain Superintendent (you) some days afterwards asking why the Sergeant had not been reported, as

Subsequently the man died, and in accordance with your instructions, I entered a charge against him in the charge sheet. Subsequent to the trial at the Supreme Court I asked you if he should be dealt with further, and you replied no that you thought not.
